<br />5. Approve the Project Cost Analysis for a total estimated construction delivery cost of
<br />$1,918,240, which includes $1,598,202 for the construction contract, $159,820 for
<br />contract administration, inspection, and testing, and a $160,218 project contingency
<br />for unanticipated or unforeseen work.
<br />6. Determine that the recommended actions are exempt from further review in
<br />accordance with the California Environmental Quality Act (“CEQA”) as Categorical
<br />Exemption Environmental Review No. ER-2023-73 was filed for this project.

<br />DISCUSSION
<br />The project features the transformation of 9,000 square-feet of unused public space at
<br />the intersection of King Street and 10th Street into a new urban green space (Exhibit 1).
<br />The project includes bicycle and pedestrian pathways, drought-tolerant landscaping,
<br />lighting, waste receptacles, seating, interpretive signage, art installations, new
<br />sidewalks, Americans with Disabilities Act (ADA) curb ramps, and a stormwater
<br />infiltration system that will capture and infiltrate stormwater runoff from the surrounding
<br />neighborhood.
<br />Public Outreach and Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, the City notified
<br />1,828 regional vendors via PlanetBids, many of which are Santa Ana based. Five
<br />vendors requested bidding documents and five bids were received. Bids were not
<br />received from any Santa Ana contractors.
<br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register
<br />newspaper on August 2, 2023 and August 9, 2023. The project was also advertised in
<br />PlanetBids from August 1, 2023 through August 22, 2023. An Addendum was issued on
<br />August 15, 2023 to modify some of the bid item quantities. Bids were received
<br />electronically via PlanetBids on August 22, 2023.
