CITY COUNCIL 14 December 20, 2022 <br />MINUTES: Councilmember Phan recused herself from discussing the property at 1027 N. <br />Logan St., Santa Ana, CA 92701 on Item 17 as the property owner is a client of her <br />employer, Rutan & Tucker, and requested to bifurcate the discussion of the item. <br />Councilmember Vazquez expressed concern for the possible displacement of residents. <br />Executive Director of Planning and Building Minh Thai provided a brief presentation and <br />answered questions. <br />Councilmember Hernandez requested that current tenants have the right to first refusal, an <br />opportunity to lease the properties, and relocation assistance. Moved to continue the Item <br />and return with alternative housing and relocation assistance; no second to motion <br />received. <br />Moved by Councilmember Bacerra, seconded by Councilmember Penaloza to <br />approve the recommended action for all the listed properties except the property <br />located at 1027 N.
