Police Department <br />www.santa-ana.org/police <br />Item # 10 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />September 19, 2023 <br />TOPIC: Board of State and Community Corrections Officer Wellness and Mental Health <br />Grant Program <br />AGENDA TITLE <br />Approve an Appropriation Adjustment Accepting the Board of State and Community <br />Corrections Officer Wellness and Mental Health Grant Program <br />RECOMMENDED ACTION <br />Approve an appropriation adjustment recognizing $246,431.01 in the Law Enforcement <br />Grants revenue account and appropriate same to the Board of State and Community <br />Corrections Police Grants expenditure accounts. (Requires five affirmative votes) <br />DISCUSSION <br />The California Board of State and Community Corrections (BSCC) Officer Wellness and <br />Mental Health Grant Program was established in the Budget Act of 2022 (Assembly Bill <br />178, Chapter 345, Statutes of 2022) and provides $50 million in one-time funding for city <br />and county law enforcement agencies for the purpose of improving officer wellness and <br />expanding mental health resources. Funding allocation was automatically granted to <br />eligible agencies based on number of sworn peace officers in the agency. Funds can <br />only be used to create or enhance officer wellness and mental health services for sworn <br />peace officers as defined in Section 830.1 of the Penal Code. <br /> <br />On February 10, 2023, the Board of State and Community Corrections (BSCC) issued <br />the Santa Ana Police Department a check in the amount of $246,431.01 to be used, in <br />accordance with grant requirements, for officer wellness and mental health. The BSCC <br />Grant Program will facilitate the expansion of the Police Department’s current wellness <br />program and Peer Support Team to better support and promote officer wellness and <br />mental health. <br />Per statute, grant funds may be used for any of the following purposes: <br />•Establishing or expanding officer wellness units; <br />•Establishing or expanding peer support units;
