SCADA Functional Specifications and Programming Services <br />September 19, 2023 <br />Page 2 <br />On February 14, 2023, the Public Works Agency released Request for Proposals (RFP) <br />No. 23-026, by which it sought the services of qualified consulting firms to provide <br />functional specifications development and SCADA programming services for the City's <br />water production facilities. The RFP was advertised on the City's online bid <br />management and publication system, PlanetBids, with proposals due on March 9, 2023. <br />System records indicate a total of 921 vendors were notified via PlanetBids, with 38 <br />vendors downloading bidding documents. Three proposals were received and evaluated <br />by a selection committee. Based on criteria outlined in the RFP, the following <br />summarizes the responding firms and their ranking: <br />Firm <br />City <br />Rank <br />Enterprise Automation <br />Irvine, CA <br />1 <br />Northern Digital, Inc. <br />Bakersfield, CA <br />2 <br />SOFFA Electric, Inc. <br />Commerce, CA <br />3 <br />Staff recommends awarding agreements to Enterprise Automation, Northern Digital, <br />Inc.. and SOFFA Electric, Inc. to provide the requested services on an as -needed basis <br />(Exhibits 1-3). Their proposals demonstrated the firms have the necessary capacity and <br />expertise to complete the required services.
