EWA provides wastewater treatment services to more than 400,000 <br />residents in northwestern San Diego County. EWA's facilities and services are <br />essential for protecting the local ocean environment, preserving public health, <br />and providing recycled water resources for the region. Enterprise Automation <br />has provided sole sourced automation and integration services to EWA since <br />2017 as part of a five-year professional services agreement. <br />PROJECT DESCRIPTION <br />Since the current control system was originally implemented at Encina Water <br />Pollution Control Facility (EWPCF), the system has been maintained and <br />upgraded by EWA staff, low -bid integrators, and miscellaneous contractors. <br />This approach lacked standardization and documentation, leading to network <br />and reliability issues. <br />In 2017 the Authority developed and released an RFP to find an automation <br />consultant who could overhaul the entire facility and develop a platform built on <br />industry best practices and a pervasive standardization. EA was awarded the <br />five-year Master Services Agreement and immediately set to developing a <br />master plan for the future of the EWPCF. <br />Through this contract, EA was tasked with: <br />• Implementing source and change control systems <br />• Control panel designs <br />• Network designs <br />• Functional/operational specifications <br />• Virtualized design and implementation <br />• Test platform development <br />• Programming and configuration <br />• FAT, startup, and SAT documentation and execution <br />• Change Management services <br />EA is currently executing several concurrent projects according to the <br />developed Master Plan to address the nearly 6,300 10 spread across seven <br />plant areas. <br />
