Resolution No. 2023-XXX <br />Page 1 of 3 <br /> <br />RESOLUTION NO. 2023-XXX <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA CONSIDERING CITY OF SANTA ANA WELLS 27 AND 28 <br />PFAS TREATMENT SYSTEM PROJECT EXEMPT <br /> <br /> WHEREAS, the City of Santa Ana staff determined that a treatment plant for per- <br />and polyfluoroalkyl substances (“PFAS”) is required to reduce concentrations in drinking <br />water extracted from the groundwater basin at existing and future well connections; and <br /> <br />WHEREAS, the City of Santa Ana, in its capacity under the California <br />Environmental Quality Act (“CEQA”), has conducted an evaluation of the potential for <br />environmental impacts associated with the City of Santa Ana Wells 27 and 28 PFAS <br />Treatment System Project; and <br /> <br />WHEREAS, such evaluation determined that the City of Santa Ana Wells 27 and <br />28 PFAS Treatment System Project is consistent with the applicable Categorical <br />Exemption (Class 3, Section 15303) under CEQA as it consists of the installation of a <br />small treatment plant at an existing groundwater production well site for the treatment of <br />PFAS contaminants. The treatment plant will use an ion exchange (IX) treatment protocol <br />through the use of IX vessels along with associated conveyance facilities. The site has <br />been disturbed by the development of the existing groundwater production wells, and the <br />Project would not require any new ground disturbances. The facility would treat water <br />pumped from the production wells and convey it to existing water distribution pipelines for <br />potable water consumption. The Project would not require any vegetation removal and <br />occurs within an area that is highly urbanized. <br /> <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa <br />Ana as follows: <br /> <br /> Section 1. Adopts the finding that the City of Santa Ana Wells 27 and 28 PFAS <br />Treatment System Project is exempt from CEQA pursuant to Section 15303 of the CEQA <br />Guidelines because it consists of the construction and operation of small treatment plants <br />and associated connection facilities at previously disturbed sites representing the <br />development of limited numbers of new, small facilities or structures and it would not <br />result in any significant impacts to the environment. <br /> <br /> <br /> <br /> <br />[Signatures on the following page] <br /> <br /> <br /> <br />
