City Council Meeting Date <br />September 19, 2023 <br />Subject <br />Rent Stabilization and Just Cause Eviction Ordinance Ballot Measure <br />Councilmember-Requested Item Title <br />Discuss and consider directing the City Attorney to prepare a City Council-initiated ballot <br />measure for voter approval affirming the City of Santa Ana’s Rent Stabilization and Just <br />Cause Eviction Ordinance (“RSO/JCEO”) in the November 2024 General Presidential <br />Election. <br />Discussion <br />At the August 29, 2023, Special Meeting, the City Council directed the City Attorney’s Office, in <br />collaboration with the City Manager’s Office, to research and draft an ordinance that would <br />require a supermajority vote to amend certain provisions of the RSO/JCEO. During that <br />discussion, the City Council asked the Chief Assistant City Attorney whether the City Council could <br />also direct the City Attorney’s Office to research and prepare a ballot measure affirming the <br />RSO/JCEO for the November 2024 General Presidential Election. The Chief Assistant City Attorney <br />informed the City Council that a separate Council Requested Item would have to be agendized <br />before the City Council could give direction to staff regarding a ballot measure. This Council <br />Requested Item is being submitted to allow the City Council to discuss and provide staff with <br />direction relating to said ballot measure. <br />Submitted By <br />•Councilmember Thai Viet Phan <br />Attachment <br />•N/A
