CITY OF SANTA ANA <br /> <br />3 <br />STREET SWEEPING SERVICES <br /> <br /> <br />I. BACKGROUND <br />Incorporated in 1886, Santa Ana, a Charter City, established a Council-Manager form of <br />government in 1952. The City Council is composed of seven members; the Mayor elected at <br />large and six Council members elected by ward, who appoint the City Manager, City Attorney <br />and Clerk of the Council. The City of Santa Ana (City) is a full-service City with a diverse <br />population of approximately 335,000. <br /> <br />The City’s eleven agencies provide all the traditional municipal services, as well as water utility, <br />library system, 20-acre zoo, City Jail, Police Department, and contracts with the Orange County <br />Fire Authority for provision of fire services. The City employs 1,178 authorized full-time positions <br />and has an annual citywide budget is $646 million, including the General Fund budget of $316 <br />million. <br /> <br />The City of Santa Ana is located 10 miles inland from the Pacific Ocean, 33 miles southeast of <br />Los Angeles and 90 miles north of San Diego. The City, which is the county seat of Orange <br />County, encompasses an area of approximately 27 square miles and is the 11th largest by <br />population in California. <br /> <br />II. MANDATORY PRE-PROPOSAL MEETING <br />A mandatory virtual pre-proposal meeting will be held on the date and time specified on the <br />cover page of this RFP. <br /> <br />Failure to attend this meeting shall result in your firm being disqualified from proposing. <br /> <br />Meeting Link: <br />https://meet.goto.com/pwamaintservmeeting/street-sweeping-mandatory-pre-proposal-meeting <br /> <br />The meeting will include a detailed discussion of the project, route schedule, posting programs <br />etc. All questions shall be required to be submitted in written form. After the pre-proposal <br />meeting, City will respond to pre-proposal attendees by e-mail to written questions or requests <br />for clarifications. At a minimum the Contractor Operation/Field Supervisors are required to <br />attend this meeting. <br /> <br />III. OVERVIEW OF PROJECT <br />The City of Santa Ana (City) is seeking proposals from qualified contractors (Proposers) to <br />provide street sweeping services for 70,000 annual curb miles of City streets that are swept on <br />a bi-monthly, weekly, or twice-weekly basis. The City is seeking proposals for sweeping services. <br />Contractor shall be required to provide street sweeping service for an additional 400 annual curb <br />miles for special events, parades, and similar events, inclement weather sweeps and roadway <br />hazards. Furthermore, the selected Contractor shall be required to solicit employment <br />opportunities to Santa Ana residents and participate in community events and programs at no <br />additional charge to the City. <br /> <br />This contract requires the utilization of alternative-fuel sweepers ONLY, as defined by AQMD Rule <br />1186.1: an alternative-fuel sweeper means a sweeper with engine(s) that use compressed or <br />liquefied natural gas, liquefied petroleum gas (propane), methanol, electricity, or fuel cells.
