find out what they can do with their property, including who will make the decision, how long it will <br />take to get to yes (or no), and what can be done if one someone disagrees with the outcome. Similarly, <br />entrepreneurs seeking locations for new businesses want to know where they can locate and what <br />requirements will apply. <br />A code format and development review procedures that provide the type of certainty that applicants <br />seek are not antithetical to the public's demand for transparency and opportunities for input into the <br />development review process. Indeed, a code that provides greater certainty for applicants can also <br />provide certainty to residents who want to know what can be built next door and who will decide. <br />We anticipate consolidating administrative provisions currently scattered throughout the code into one <br />article, with the goals of: 1) streamlining certain review processes, 2) consolidating provisions to <br />improve usability of the code and ensure consistency among processes, and 3) updating/revising any <br />other administrative provisions that staff has found problematic. <br />Subtask 5.3: Public Review Draft Zoning Code <br />Based on input and direction from City staff on the second administrative draft Zoning Code, the MIG <br />Team will prepare revisions to the updated Zoning Code for public review and distribution. The public <br />review draft will be suitable for posting by the City on the City's website. <br />We propose posting the Zoning Code online in a format that allows the public to interactively comment <br />on the code provisions using Konveio. No printed copies of the public review draft are planned to be <br />produced. <br />Task 5 Meetings: <br />Meetings with City staff to review administrative draft Zoning Code articles <br />Task 5 Deliverables: <br />a Administrative draft #1 Zoning Code (online shared files) <br />a Administrative draft #2 Zoning Code (online shared files) <br />» Public review draft Zoning Code — For posting on City website and Konveio <br />TASKSB: DRAFT AND FINAL ZONING MAPS <br />Subtask 5B.1: Prepare Draft Zoning Map <br />The City's zoning map will need updating to be consistent with the new General Plan land use policy <br />map. Properties within the five Focus Areas that received new land use designations will require zone <br />changes. In addition, other properties outside of the Focus Areas have inconsistent zoning district and <br />land use designations that will require rezoning for consistency. And, through the code update process, <br />City staff may determine that certain special area plans could be rezoned for simplicity. Using GIS data <br />provided by City staff for both the General Plan and zoning map, the MIG Team will prepare a <br />consistency matrix indicating the correlation between the land use designations and zoning districts and <br />use this to identify where inconsistencies are on the zoning map. <br />(Working collaboratively with Planning staff, we will identify the proper zones to assign to achieve <br />consistency and then create a draft revised zoning map for staff review. <br />MIG, Inc. <br />
