43 <br /> <br />Domestic content procurement preference: Means all iron and steel used in the project are produced in the <br />United States; the manufactured products used in the project are produced in the United States; or the <br />construction materials used in the project are produced in the United States. <br /> <br />Federal financial assistance: Generally defined in 2 C.F.R. § 200.1 and includes all expenditures by a <br />federal agency to a non-federal entity for an infrastructure project, except that it does not include <br />expenditures for assistance authorities relating to major disasters or emergencies under sections 402, 403, <br />404, 406, 408, or 502 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act relating to <br />a major disaster or emergency declared under section 401 or 501, respectively, or pre and post disaster or <br />emergency response expenditures. <br /> <br />Infrastructure: infrastructure projects which serve a public function, including at a minimum, the <br />structures, facilities, and equipment for, in the United States, roads, highways, and bridges; public <br />transportation; dams, ports, harbors, and other maritime facilities; intercity passenger and freight <br />railroads; freight and intermodal facilities; airports; water systems, including drinking water and <br />wastewater systems; electrical transmission facilities and systems; utilities; broadband infrastructure; and <br />buildings and real property; and structures, facilities, and equipment that generate, transport, and <br />distribute energy. <br /> <br />Produced in the United States means the following for: <br />• Iron and steel: All manufacturing processes, from the initial melting stage through the application <br />of coatings, occurred in the United States. <br />• Manufactured products: The product was manufactured in the United States, and the cost of the <br />components of the manufactured product that are mined, produced, or manufactured in the United <br />States is greater than 55% of the total cost of all components of the manufactured product, unless <br />another standard for determining the minimum amount of domestic content of the manufactured <br />product has been established under applicable law or regulation. <br />• Construction Materials: All manufacturing processes for the construction material occurred in the <br />United States. <br /> <br />Project: is any activity related to the construction, alteration, maintenance, or repair of infrastructure in <br />the United States. <br /> <br />Records Retention <br />Record Retention Period <br />Financial records, supporting documents, statistical records, and all other non-federal entity records <br />pertinent to a federal award generally must be maintained for at least three years from the date the final <br />FFR is submitted. See 2 C.F.R. § 200.334. Further, if the recipient does not submit a final FFR and the <br />award is administratively closed, FEMA uses the date of administrative closeout as the start of the general <br />record retention period. <br /> <br />The record retention period may be longer than three years or have a different start date in certain <br />cases. These include: <br /> <br />• Records for real property and equipment acquired with federal funds must be retained for three <br />years after final disposition of the property. See 2 C.F.R. § 200.334(c). <br />• If any litigation, claim, or audit is started before the expiration of the three-year period, the <br />records must be retained until all litigation, claims, or audit findings involving the records have <br />been resolved and final action taken. See 2 C.F.R. § 200.334(a).
