Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 10 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 7, 2023 <br />TOPIC: Approve Release of Nonprofit CDBG Application for Fiscal Years 2024–26 <br />AGENDA TITLE <br />Approve Release of Nonprofit Community Development Block Grant Application for <br />Fiscal Years 2024–26 <br />RECOMMENDED ACTION <br />Approve the release of Nonprofit Community Development Block Grant Application for <br />Fiscal Years 2024–26. <br />GOVERNMENT CODE §84308 APPLIES: No <br />COMMUNITY DEVELOPMENT COMMISSION ACTION <br />At its regular meeting on October 25, 2023, the Community Development Commission <br />recommended that the City Council approve the Nonprofit Community Development <br />Block Grant Application for Fiscal Years 2024-26. <br />DISCUSSION <br />As an entitlement jurisdiction, the City of Santa Ana receives an annual allocation of <br />Community Development Block Grant (“CDBG”) funds from the United States <br />Department of Housing and Urban Development (“HUD”) to improve low to moderate- <br />income neighborhoods, eliminate blight, and encourage economic development. These <br />funds are used for a diverse range of programs including affordable housing, street <br />improvements, park and public facilities improvements, small business start-up grants, <br />code enforcement, and public services. The City may use a maximum of 15% of each <br />annual allocation to fund public service programs, such as those concerned with <br />employment, crime prevention, childcare, health, drug abuse, education, fair housing <br />counseling, energy conservation, homebuyer down payment assistance, recreational <br />needs, and other types of services. The City of Santa Ana’s Community Development <br />Agency awards these CDBG grant funds to nonprofit organizations through a <br />transparent, competitive process for programs that most effectively serve our residents. <br />The City’s CDBG allocation for Fiscal Years (FY) 2024-26 is estimated to be $4,808,057 <br />each year, assuming the City receives the same allocation as FY 2023-24. The City <br />may use a maximum of 15% of this allocation (or $721,208) each year for public service <br />programs provided by nonprofit organizations.
