Purchase of Exercise Equipment and Resolution to Accept Donation of Exercise <br />Equipment for the Santa Ana Police Department Fitness Center <br />November 7, 2023 <br />Page 2 <br />Much of the current Santa Ana Police Department (SAPD) Fitness Center gym <br />equipment, purchased over the last 26 years, has reached its life expectancy and requires <br />replacement. Furthermore, modern innovative equipment additions will greatly enhance <br />the gym experience for officers, thus encouraging more officers to use the fitness center <br />and reap the health and wellness benefits derived therein. <br />A recent survey of SAPD officers conducted in October 2023 resulted in the following: <br />•94.62% of respondents said they use the Fitness Center to improve their fitness <br />level, strength, and endurance <br />•79.37% indicated they use the center to improve their mood and reduce their stress <br />levels <br />•91.63% responded that they would use the Fitness Center more if it was better <br />equipped. <br />According to the joint International Association of Chiefs of Police (IACP) / Bureau of <br />Justice Assistance (BJA), U.S. Department of Justice (DOJ) publication Fitness <br />Program Development Considerations, “Fitness and wellness are important aspects of <br />every officer’s job. A properly maintained program will help keep personnel healthier, <br />happier, and less prone to injuries. A successful program is beneficial to the individual <br />officers, the department as a whole, and the community the department serves.” <br />Much of the existing exercise equipment in the fitness center are from the Life Fitness <br />and Hammer Strength brands. It is the Santa Ana Police Department's preference to <br />replace most of the exercise equipment with the same Life Fitness and Hammer Strength <br />brands. These brands set the industry standard for quality commercial grade equipment <br />and are well known for their build quality and warranty; which will ensure a level of safety <br />while these machines are in use. <br />Santa Ana Ordinance No. NS-3041 authorizes the City to purchase against contracts <br />awarded by any public agency employing a competitive bid process. Sourcewell, a <br />cooperative government purchasing agency, awarded a contract to Life Fitness, LLC <br />(Contract No. 081120-LFF) for procurement of exercise and fitness equipment, as a result <br />of open, competitive bidding on behalf of its members, which includes government <br />agencies. Advanced Exercise Fitness Solutions is the only authorized dealer of Life <br />Fitness, LLC exercise equipment in the Southern California Market, and is extending the <br />contract to the City. <br />Staff researched available procurement options and product offerings in the market, and <br />it was determined that Life Fitness, LLC fitness equipment meets the City’s specifications <br />and can provide safe, long lasting fitness equipment utilized by the Police Department. <br />By leveraging the procurement power through cooperative purchasing, the City of Santa
