HRCA No. 2023-17, HRC 2023-3, HPPA No. 2023-9 — Geddes -Charlton House (1908 N. <br />Greenleaf Street) <br />September 7, 2023 <br />Page 2 <br />Analysis of the Issues <br />Historical Listing <br />In March 1999, the City Council approved Ordinance No. NS-2363 establishing the <br />Historic Resources Commission and the Santa Ana Register of Historical Properties. The <br />Historic Resources Commission may, by resolution and at a noticed public hearing, <br />designate as a historical property any building or part thereof, object, structure, or site <br />having importance to the history or architecture of the city in accordance with the criteria <br />set forth in Section 30-2 of the Santa Ana Municipal Code (SAMC). This project entails <br />applying the selection criteria established in Chapter 30 of the Santa Ana Municipal Code <br />(Places of Historical and Architectural Significance) to determine if this structure is eligible <br />for historic designation to the Santa Ana Register of Historical Properties. The first <br />criterion for selection requires that the structures be 50 or more years old. <br />The structure identified meets the minimum selection criteria for inclusion on the Santa <br />Ana Register of Historical Properties pursuant to criteria contained in Section 30-2 of the <br />Santa Ana Municipal Code, as the structure is 89 years old and is a good example of <br />period architecture. No known code violations exist on record for this property. <br />The Geddes -Charlton House is architecturally significant as a representative example of <br />an intact Tudor Revival style home in Santa Ana. According to City building records, it <br />was built in 1934 for approximately $5,000, for Dr. Mabel A. Geddes; however, the original <br />architect and builder are unknown. Dr. Geddes only resided at the property for two years; <br />she was known as a supervisor of health for Orange County schools, Board member of <br />the Young Women's Christian Association (YWCA) of Santa Ana, and a Chairperson of <br />Orange County Nutrition Committee. In 1936, she moved out of the subject property and <br />into a property two houses over, at 1916 Greenleaf Street. By 1937, the subject property <br />was occupied by W. H. Charlton, until 1939 when City Directories list the property as <br />vacant. In 1940, L. C. Cameron occupied the residence. In 1941, A. W. Robinson is listed <br />as the only tenant. From at least 1945 to 1956, the Lautzenhiser family (initials O.V. and <br />E.C.) lived at 1908 North Greenleaf Street. Later, J.L. Davis owned the property for at <br />least ten years, from 1960-1970. City Directories from the 1970s were unavailable. In the <br />1980s, Steve Pivo resided at the property between 1980-1982, with Jeff Pivo listed in <br />1982. By 1985, Bill McKay is identified as a tenant and in 1986 records show no one living <br />at the property. From 1987-1996, Dixie and Thomas Denman are the known property <br />owners. By 1996, the Denman's sold 1908 North Greenleaf Street to the present-day <br />owners, Don and Patrice Peterson. No additional information was uncovered regarding <br />the past owners and tenants. <br />The Geddes -Charlton House is a one-story, single-family, Tudor Revival Style residence <br />located on a modestly sized parcel in Floral Park. The asymmetrical residence features <br />an L-shaped plan with a steeply -pitched cross -gable roof clad in wood shingles with <br />Historic Resources Commission 1-2 9/7/2023 <br />
