CITY COUNCIL 18 February 21, 2023 <br />Councilmember Penaloza inquired about the Blessing of the City event that took place <br />in 2019 and how that event was able to circumvent any legal ramifications. <br />Councilmember Phan spoke in support of the Orange County Pride Parade, and <br />inquired about the selection of non-profit organizations that would be receiving funds <br />from Republic Services donations. <br /> <br />Mayor Pro Tem Lopez spoke in support of the Orange County Pride Parade and the <br />Prayer Breakfast. She inquired regarding the language for the proposed distribution of <br />the donation funds made by Republic Services and the use of the Park and Safety <br />funds to assist with the Santiago Park restoration. She recorded her opposition to <br />approving recommended action number two (2). <br />Councilmember Penaloza stated he preferred Republic Services to provide faster and <br />consistent waste pick up services in lieu of their donation. He inquired about the <br />personnel changes in the Library Department and spoke in support of the Orange <br />County Pride Parade and the Prayer Breakfast. He spoke in opposition to <br />recommended action number two (2). <br />City Manager Ridge stated that five affirmative votes are not required to approve an <br />agreement and used the February 2019 meeting for reference. <br />City Attorney Sonia Carvalho stated that City Council legally appropriated five million <br />dollars in the event that staff came to an agreement with various bargaining units. Staff <br />subsequently proposed a contract document fully aware that funds had been <br />appropriated and that her interpretation of tonight’s staff report is that the Director of <br />Finance is taking the appropriated money from one account to another. <br />Mayor Amezcua spoke regarding inclusivity in the City and what her role in the Prayer <br />Breakfast would be. <br />MOTION: Councilmember Hernandez moved to continue Item No. 23 to the March <br />21, 2023 City Council meeting, seconded by Mayor Amezcua. <br />The motion carried, 7-0, by the following roll call vote: <br />AYES: <br />NOES: <br />ABSTAIN: <br />ABSENT: <br />COUNCILMEMBER BACERRA, COUNCILMEMBER <br />HERNANDEZ, COUNCILMEMBER PENALOZA, <br />COUNCILMEMBER PHAN, COUNCILMEMBER VAZQUEZ, <br />MAYOR PRO TEM LOPEZ, MAYOR AMEZCUA <br />NONE <br />NONE <br />NONE <br />Status: 7 – 0 – Pass; Item Continued to March 21, 2023 <br />**END OF BUSINESS CALENDAR**
