ROLL CALL <br />MINUTES: Acting City Clerk Norma Orozco conducted Roll Call. <br />CouncilmemberS Penaloza, Phan, Vazquez, Mayor Pro Tem Lopez, and Mayor Amezcua <br />were present in person. Councilmembers Hernandez and Bacerra joined the meeting <br />during Closed Session. <br />PUBLIC COMMENTS -- Members of the public may address the City Council on Closed <br />Session items. <br />MINUTES: No public comments were received regarding Closed Session items. <br />RECESS — City Council will recess to Closed Session for the purpose of conducting regular <br />City business. <br />MINUTES: MayorAmezcua recessed to consider the Closed Session items at 5:15 P.M. <br />CLOSED SESSION ITEMS — The Brown Act permits legislative bodies to discuss certain <br />matters without members of the public present. The City Council finds, based on advice from <br />the City Attorney, that discussion in open session of the following matters will prejudice the <br />position of the City in existing and anticipated litigation: <br />1.
