Councilmember Bacerra proclaimed March 2023 as Arts in Education Month and presented <br />the proclamation to Robin McNair and the arts education program from the Santa Ana School <br />District. <br />CLOSED SESSION REPORT - The City Attorney will report on any action(s) from Closed <br />Session. <br />MINUTES: Chief Assistant City Attorney Laura Rossini stated there was no reportable <br />action. <br />PUBLIC COMMENT - Public comments will be held during the beginning of the meeting for <br />ALL comments on agenda and non -agenda items, except for public bearings. Comments for <br />public hearings will take place after the hearing is opened. <br />MINUTES: <br />The following speakers addressed Council in -person: <br />1. Zach Kantor-Anaya spoke in support of Agenda Item No. 21. <br />2. Boris Gresely spoke regarding worker abuse and in support of Agenda item No. 20. <br />3. May Tanner spoke regarding the housing crisis in California and the impacts to the <br />community and spoke in support of Agenda item No. 21. <br />4. Kandice Hawes -Lopez announced a free course related to the cannabis industry <br />and invited residents to attend the Senior Cannabis Fair event on March 22, 2023 <br />at Pharmacy Santa Ana from 10:00 A.M. - 1:00 P.M. <br />5. Claudio Gallegos spoke in support of Agenda Item No. 21. <br />6. Gabriel Montoya spoke regarding women in the healthcare industry and staffing <br />crisis. <br />7. Roberto Guzman spoke in support of Agenda Item No. 16. <br />8. Venancio Chavez spoke regarding the welfare and safety of the community and <br />expressed concern regarding the planters placed around the City. <br />9. Desi Reyes spoke in support of Agenda item No. 11. <br />The following speakers addressed Council via teleconference: <br />10. Tim Johnson spoke in support of Agenda Item No. 13 and thanked Council for their hard <br />work and efforts. <br />11.
