Authorize the City Manager to execute an agreement with the State of California - <br />Office of Traffic Safety for the Selective Traffic Enforcement Program, for a one-year <br />period beginning October 1, 2023 through September 30, 2024, in an amount not to <br />exceed $640,000, subject to non-substantive changes approved by the City Manager <br />and City Attorney (Agreement No. 2023-XXX). <br />2. Approve an appropriation adjustment accepting $640,000 in the Office of Traffic <br />Safety, Federal Grant-Indirect revenue account and appropriate same to the <br />Selective Traffic Enforcement Program expenditure accounts. (Requires five <br />affirmative votes). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Santa Ana Police Department has been awarded $640,000 in grant funding from <br />the State of California, Office of Traffic Safety (OTS) under the Selective Traffic <br />Enforcement Program (STEP). This one-year agreement covers the program period <br />from October 1, 2023 through September 30, 2024. The goal of OTS STEP is to reduce <br />the number of fatalities and injuries in crashes involving alcohol, drug, speed, red-light <br />violations, distracted driving, and other primary collision factors. To accomplish these <br />goals, the program will fund both education and enforcement activities. <br />The enforcement activities will follow proven “best practice” strategies and will be <br />conducted on an overtime basis. The funded strategies will include Driving Under the <br />Influence (DUI) checkpoints, DUI saturation patrols, as well as DUI enforcement <br />operations in collaboration with neighboring cities to apprehend impaired drivers.
