Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 19 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 21, 2023 <br />TOPIC: AVEVA Select California Agreement <br />AGENDA TITLE <br />Approve Agreement with AVEVA Select California for Wonderware Software Support <br />Services and Licensing in an Amount Not to Exceed $291,621.75 for Up to a Three- <br />Year Term (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with AVEVA Select California to <br />provide SCADA software, hardware, and installation services to the City’s water <br />production facilities in an amount of $277,735 with a 5% contingency of $13,886.75, for <br />a total not to exceed $291,621.75, for a three-year term beginning November 21, 2023 <br />and expiring November 20, 2026, subject to non-substantive changes approved by the <br />City Manager and City Attorney (Agreement No. 2023- XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency’s Water Resources Division (Water Resources) oversees and <br />maintains the daily operations of the City’s water and sanitary sewer systems. The <br />Supervisory Control and Data Acquisition (SCADA) software system is the central tool <br />used by Water Resources to monitor, automate, and control the City’s water production <br />systems, such as 21 groundwater wells, seven water pump stations, and four pressure <br />control facilities. The SCADA system is crucial in maintaining operational efficiencies <br />and identifying problems as soon as they occur, such as unsafe water pressure levels <br />for emergency fire flow conditions and equipment failures. <br />On January 19, 2021, the City entered into an agreement with Wonderware California <br />(now “AVEVA Select California”) to provide SCADA software, hardware, and installation <br />services to the City’s water production facilities. AVEVA Select California successfully <br />preserves historical data that is critical for the City to meet compliance reporting <br />requirements, facilitates live system changes, and provides reliable 24/7 technical <br />support to guarantee the delivery of quality water to residents. Approval of this item will <br />allow Water Resources to retain support and development services for the SCADA <br />software for a three-year period.
