CITY OF SANTA ANA <br />RFP NO.: 23-124 <br />WATER RESOURCES SCADA CONSULTING AND SUPPORT SERVICES <br />SCOPE OF WORK <br />A. INTRODUCTION AND BACKGROUND <br />The City of Santa Ana is located in the County of Orange in Southern California. The City <br />encompasses 27.2 square miles and a population over 343,000 people. The City of Santa Ana <br />Public Works Agency — Water Resources Division oversees and maintains the daily operations <br />of the Water System and Sanitary Sewer System. <br />The City's water system has an average day demand of about 30 million gallons (MG) with <br />45,000 service connections. It is comprised of approximately 478 miles of water main, 45 MG of <br />storage at five (5) sites, seven (7) MWD connections, 21 groundwater wells, seven (7) pump <br />stations, four (4) pressure regulating stations and utilizes two (2) pressure zones. In order to <br />manage and monitor the water infrastructure, the City's Water Resources Division utilizes <br />supervisory control and data acquisition (SCADA) system. The City's facilities are controlled by <br />the Dynac ES SCADA software as provided by Kapsch TrafficCom USA, Inc. The City is also <br />utilizing Wonderware by AVEVA. <br />B. CONSULTANT RESPONSIBILITIES <br />The City is soliciting proposals from qualified consultant firms to provide information <br />technology services for the Water Resources Division of the Public Works Agency. The <br />City intends to select and enter into an agreement with one firm to provide the described <br />services. <br />The successful firm will have experience and/or knowledge of the components of the Water <br />Division's technical Environment. The Water Division currently operates over 24 individual host <br />servers interconnected by way of several network 10/100/1000 24 port switches. The data <br />servers run Windows Server 2019, Windows Server 2018 R2 and Red Hat Linux. These servers <br />and their subsequent network operate, manage and provide detailed analytics and water system <br />information on a daily basis, 365 days a year. These systems are highly critical and can suffer <br />little to no downtime. <br />The Consultant shall provide all labor, materials, services, and equipment necessary for the <br />services described herein. The Consultant shall possess all Federal, State and Local permits, <br />licenses, and approvals necessary to provide good/services required in the Scope of Work. <br />C. EXISTING WATER RESOURCES COMPUTER NETWORK (WRCN) OVERVIEW <br />At a high level, the main objective behind the current information technology (IT) network is to <br />provide the Water Division with a centralized computing network and efficient speed processing. <br />As a result, the Consultant shall ensure the IT network provides the City with a storage <br />environment that offers increased storage capacity, performance, robust fault tolerance and <br />flexible storage administration. <br />Overall, the Consultant shall continue to implement the following functionality of the <br />City's current water production network infrastructure: <br />City of Santa Ana RFP 23-124 <br />Water Resources SCADA Consulting and Support Services <br />Page 13 <br />
