City of Santa Ana <br />RFP 23-123 — On -Call Geotechnical Engineering Services <br />GEOCON <br />UNDERSTANDING <br />Geocon understands the City of Santa Ana is seeking qualified Consultants to provide On -Call Geotechnical <br />Services for future Public Works projects. We have thoroughly reviewed the contents of the City's RFP and <br />understand that the City wishes to select consultants for on -call services for a period of three years. The Santa <br />Ana Department of Public Works develops, operates, maintains, and upgrades the City's infrastructure. The <br />public works projects anticipated to need geotechnical services are primarily capital improvement projects for <br />transportation, storm drains, sewer, and water supply. <br />The scope of anticipated services is anticipated to include performing geotechnical investigations, pavement <br />investigations, pavement condition surveys, pavement rehabilitation design; performing review of project <br />plans and specifications; and providing construction inspection, materials testing, and laboratory testing <br />services in conformance with the City's and/or Caltrans' Quality Assurance Program. Geocon is capable of <br />providing the full scope of services outlined within the 17 bullet points listed on pages 2 and 3 of the City's <br />RFP. Enclosed is our Standard Hourly Fee Schedule. In accordance with the RFP, we understand that <br />these billing rates will be maintained through the duration of the contract. <br />APPROACH <br />Geocon's first priority when presented with a scope of work for a project is to review the information provided <br />as well as any background information available to gain a thorough understanding of the project elements, <br />needs and potential challenges. Following our analysis of the scope of work, we identify the key issues that <br />need to be addressed, such as site conditions, characteristics, access, urgency, schedule, and weather <br />considerations. As a matter of professional practice, we regularly review federal, state, and local agency <br />codes, including County and City standard specifications and details to ensure that our services meet the <br />standards adopted by the respective agency. Following this review, we then create an proposal that <br />addresses the requested needs of the project along with any key issues we have identified. <br />Our primary goals are to perform our field investigations with minimal environmental and social impact and to <br />effectively evaluate the geotechnical and geological conditions at the project site and develop cost-effective <br />solutions for geotechnical-related design while maintaining our ethical obligation of protecting the safety, <br />health, and welfare of the public. <br />Our approach for providing geotechnical engineering services typically includes the following: <br />✓ Geocon's Project Manager receives task order request from City staff. <br />✓ Geocon's Project Manager will review project information and develop a project -specific scope of <br />services and estimated fee. <br />✓ Geocon personnel collaborate with City staff and to review the City's expectations for the project, <br />County, State, and/or Federal funding or technical requirements, and any project -specific <br />challenges. No two projects are the same and Geocon evaluates each project with a wide <br />perspective to avoid missing details that would otherwise lead to delays or additional costs. <br />✓ The proposed scope and fee are reviewed by the City and a final scope and fee are negotiated. <br />✓ The Geocon team performs the authorized services as requested by the City. <br />✓ Geocon submits draft reports for City review. <br />✓ Project deliverables (reports, plans, inspection reports, laboratory test results) are reviewed by <br />Geocon's Project Manager prior to final submittal and finalized after incorporating any comments <br />from the City. <br />Geocon 2023-333 Page 19 August 28, 2023 <br />
