d. Understanding of Need <br />Our goal for every project is to deliver a technically excellent work product that achieves optimal benefits for <br />the City. Key to achieving this goal is effective communication with the City and all stakeholders throughout the <br />course of the project. We find that client input is invaluable in streamlining our processes and developing <br />recommendations that attain a client -specific balance between what is ideal and what is cost-effective. As <br />such, we will initiate and maintain close coordination with the City and, if desired, ensure that all work products <br />are initially submitted in draft form to solicit input from City staff before finalization. <br />Effective Communications and Staffing Cost Controls <br />The Leighton Team will hold internal weekly management meetings to forecast our personnel resource <br />utilization. We discuss current workload and anticipated "notices to proceed" for all on -going and new <br />contracts. As part of this management, we will be communicating with the City so we understand and anticipate <br />specific task orders. This allows us to ensure staff continuity through each project as we greatly understand the <br />value of personnel continuity for each specific project. <br />All of our offices are interconnected Microsoft Teams to allow for all of our staff to work effectively on projects <br />regardless of where the work is. GIS/CADD functions are centralized for improved productivity and reduced <br />costs. This benefits the City in that we can efficiently work on your projects regardless of location, and we can <br />quickly mobilize to meet your schedules. Further, data can be rapidly posted on our secure web -based client <br />portals. <br />Supported with our deep bench of California -licensed professionals here in southern California, we will also be <br />prepared to respond to your needs on short notice -- such as natural disasters and emergencies; as we have in <br />the past. We can provide the City a specific on -call 24/7 telephone number. <br />Using real-time accounting, our Project Managers can have a snapshot of costs at any time (typically daily). <br />Project Managers will work closely with the City to manage costs, and keep City personnel informed about our <br />progress and remaining budget for a given project. We will not exceed an agreed -upon budget without prior <br />written notice from appropriate City personnel. To the extent desired by the City, we will also communicate with <br />you to keep you aware of our progress on Task Orders, including schedule and budget projections (as <br />appropriate). <br />Project Management <br />Leighton uses MetaField as a networked and integrated Field Information Management System (FIMS) and <br />Laboratory Information Management System (LIMS). This eliminates the need for paper in the field, laboratory <br />and/or office; although we produce printed copies of any documents you need or want, at any time. Our field <br />staff is equipped with company -provided cell phones, networked laptops, tablets and wireless (Bluetooth®) <br />printers for those regulators and clients who still require paper.
