Cover Letter <br />August 28, 2023 <br />Mr. Gilbert Castillo <br />City of Santa Ana <br />Public Works Agency <br />20 Civic Center Plaza, 31 Floor Reception, Ross Annex <br />Santa Ana, CA 92701 <br />Subject: Proposal for On -Call Geotechnical Engineering Services (RFP No. 23-123) <br />Dear Mr. Castillo: <br />The City of Santa Ana is seeking a geotechnical engineering consultant to assist with <br />improvements proposed for streets and bridges, traffic safety, mobility enhancements, drainage, <br />and other facilities. We have thoroughly reviewed the Statement of Work provided in the RFQ, <br />as well as the Capital Improvement Program and understand the services desired, the nature of <br />on -call contracts, and the resources needed. <br />EMI has successfully provided geotechnical engineering design and construction support <br />services to City of Santa Ana and numerous other Cities and Counties throughout Southern <br />California. We have provided services in the past on a variety of projects including bridges, <br />retaining walls, roadways, pavement rehabilitation and reconstruction, low impact <br />developments, utility improvements and park facilities which are ninety-five percent of EMI's <br />business in the region. EMI can provide comprehensive geotechnical services to the City, from <br />the feasibility stage to the construction stage, including accomplishing geotechnical field <br />explorations and laboratory testing, infiltration testing, conducting geotechnical analyses, and <br />developing design and construction recommendations for the City's future improvements. In <br />addition, EMI has experience in landslide and slope stabilization, ground motion studies, <br />evaluation of seismic hazards including seismically -induced landsliding, seismically -induced <br />settlement, and liquefaction potential. <br />EMI has accomplished many geotechnical investigations throughout the City of Santa Ana and <br />Orange County, and, as a result, we are familiar with the geology and soils throughout the City. <br />We believe EMI provides a well -qualified team that has earned a reputation for delivering cost- <br />effective geotechnical solutions to public projects in the City. <br />• Proven Project Manager — The designated project manager, Mr. Raj Pirathiviraj, has <br />worked on multiple projects in the City and surrounding areas and is familiar with the <br />protocols and standards. Mr. Pirathiviraj is familiar with the geologic and soil conditions <br />throughout the City of Santa Ana. With EMI, Mr. Pirathiviraj has successfully managed <br />several projects at any given time and has managed large projects that included multiple <br />tasks happening concurrently. This is best exemplified by his recent successful <br />management of geotechnical services for 1-5 Widening Project between 1-405 and Yale <br />Avenue, which included two bridges, 13 retaining walls and sound walls, three infiltration <br />basins, 21 overhead sign structures and 10-miles of pavement, with multiple tasks being <br />performed concurrently.
