Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 16 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />November 21, 2023 <br />TOPIC: Consultant Agreement for Design Services for a Park Master Plan and <br />Community Center of Chepa's Park <br />AGENDA TITLE <br />Approve an Agreement with Little Diversified Architectural Consulting, Inc. for the <br />Design Services for a Park Master Plan and Community Center at Chepa's Park <br />(Project No. 24-7533) (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a consultant agreement with Little Diversified <br />Architectural Consulting, Inc. to provide a park master plan and design for a new <br />community center in the amount of $441,512, with a contingency of $58,488, for a total <br />amount not to exceed $500,000, for a three-year term beginning November 21, 2023 <br />and expiring November 20, 2026, with an option for two, one-year extensions, subject to <br />non -substantive changes approved by the City Manager and City Attorney (Agreement <br />No. 2023-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />Chepa's Park is a neighborhood park located in the northeast area of the City of Santa <br />Ana. The community center (Logan Center) and park were built in 1971 and are in a <br />state of disrepair. The project will consider both the Logan Center and the park site as a <br />whole and provide a park master plan and design for a new community center. The <br />intent of this project is to reimagine and redesign Chepa's Park and Logan Center to <br />better serve the local community. <br />On September 23, 2023, the Public Works Agency (PWA) released Request for <br />Proposals (RFP) No. 23-134 for Architectural Design Services for a Park Master Plan <br />and Community Center at Chepa's Park. The main scope of work is to provide design <br />services to prepare plans and specifications for a new community center and associated <br />park improvements. The RFP was advertised on the City's online procurement <br />management and publication system, PlanetBids, with proposals due on September 26, <br />2023. Five proposals were received and underwent a qualifications based evaluation <br />that considered firm/team experience, understanding of need, relevant project <br />
