F. On October 23, 2023, the Planning Commission of the City of Santa Ana <br /> held a duly noticed public hearing and voted to recommend that the City <br /> Council adopt a resolution approving GPA No. 2023-01. <br /> G. On November 21, 2023, the City Council of the City of Santa Ana held a <br /> duly noticed public hearing to consider all testimony, written and oral, <br /> related to GPA No. 2023-01, at which time all persons wishing to testify <br /> were heard, the project was fully considered, and all other legal <br /> prerequisites to the adoption of this resolution occurred. <br /> Section 2. The General Plan Amendment consists of amendments to the Land <br /> Use Element and text updates throughout the General Plan, as shown in Exhibit A, <br /> attached hereto and incorporated herein by reference. <br /> Section 3. The City Council hereby finds that the proposed General Plan <br /> Amendment is compatible with the objectives, policies, and general plan land use <br /> programs specified in the General Plan for the City of Santa Ana in that: <br /> A. The City of Santa Ana has officially adopted a General Plan. <br /> B. The land uses authorized by the General Plan Amendment, and the <br /> General Plan Amendment itself, are compatible with the objectives, <br /> policies, general land uses, and programs specified in the General Plan, <br /> for the following reasons: <br /> i. The proposed General Plan land use designation for the project area <br /> is OS which applies to those areas of the City designated to provide <br /> for recreational and green spaces, including parks, commercial open <br /> space, and public facilities such as water channels and rail <br /> infrastructure. <br /> ii. The general plan amendment will support several goals and policies <br /> of the General Plan. Policy 1.5 of the Community Element (CM) <br /> encourages the development and use of municipal buildings, indoor <br /> facilities, sports fields, and outdoor spaces for recreation that serve <br /> residents throughout the City, with priority given to areas that are <br /> underserved and/or within environmental justice area boundaries. <br /> Policy 1.2 of the Open Space Element (OS) encourages the a <br /> comprehensive and integrated network of parks, recreation facilities, <br /> trails, and open space that is diverse, with a variety of active and <br /> passive recreation opportunities. The subject park will add the City's <br /> park network and will provide both active and passive recreation <br /> opportunities to the surrounding community. Policy 1 .5 of the OS <br /> encourages a mix of community, neighborhood, and special use <br /> parks, along with green corridors, natural areas, and landscape <br /> areas, to meet community needs for green space, recreation space, <br /> Resolution No. 2023-XXX <br /> Page 2 of 5 <br />
