A name, which serves to identify the location of the subject by reference to distinct <br /> geographic, environmental or development features in the immediate area; <br /> 2. A name, which references the history of the subject site or its immediate area; <br /> 3. A name, which identifies a person or family, which made an extraordinary donation <br /> of land or funds to promote the construction or improvement of the subject public <br /> facility; or <br /> 4. A name which recognizes a person or family who made a distinct, significant <br /> contribution to the well-being of the City, including past mayors, council members, <br /> board or commission members, officers or employees of the City, but not anyone <br /> who currently holds any such position. <br /> Staff reviewed over 200 naming suggestions. The list below was developed as a priority <br /> for consideration, as the names closely fall under the criterion mentioned above: <br /> 1. Gerardo Mouet Park (Former PRCSA Director & Interim City Manager) <br /> 2. Salvador Quintana Park <br /> 3. Hibiscus Park (Santa Ana's Flower) <br /> 4. Cornerstone Park <br /> After consideration of the list above, the Parks, Recreation & Community Services <br /> Commission recommended on July 27, 2023 by a vote of 4-1 to recommend that the <br /> Planning Commission adopt a resolution approving "Gerardo Mouet Park" as the name <br /> of the subject park. <br /> Abandonment (PW) No. 2023-03 <br /> In accordance with California Government Code Section 65402(a), staff is recommending <br /> that the Planning Commission adopt a resolution finding Abandonment (PW) No. 2023- <br /> 03 consistent with the General Plan. California Government Code Section 65402 <br /> (Restrictions on Acquisition and Disposal of Real Property) requires that the Planning <br /> Commission review and approve certain actions related to City property. Actions related <br /> to acquiring, using, or disposing of public property require the Planning Commission to <br /> review the proposed use for conformity with the General Plan. As part of the park <br /> construction, a portion of the southerly end of the alley between Wakeham Avenue to the <br /> north and McFadden Avenue to the south will be abandoned and redesigned/replaced <br /> approximately 20 feet to the east. The replacement dedication will provide equivalent <br /> street circulation and function. <br /> PW No. 2023-03 is consistent with the goals and polices of the General Plan of the City. <br /> Policy 1.5 of the Community Element (CM) encourages the development and use of <br /> municipal buildings, indoor facilities, sports fields, and outdoor spaces for recreation that <br /> serve residents throughout the City, with priority given to areas that are underserved <br /> and/or within environmental justice area boundaries. PW No. 2023-03 will redesign a <br /> portion of an alley in order to provide additional and continues open space within an <br />
