<br />•We recommend that the City align its Sanitation Services Users Charge with the costs to <br />provide service to City residents, as shown in the table below. <br />• <br />• <br />The City should update the revenue sufficiency analysis portion of this Study every 1-2 years <br />to be sure that the recommended user charge plan continues to be sufficient to fund the <br />City’s operations while meeting all of its financial policies and goals. <br />The City should update the structure of its Sanitation Services Users Charge every 3-5 years, <br />or as services or functions provided change over time, expenses increase/decrease <br />significantly, and/or customer demographics change <br />15
