City Council 1 5/11/2023 <br />funds for PAAL. <br />12.Mia Verdin requested funding for a youth center and additional libraries. <br />13.Carl Benninger requested funds for a CERT program and spoke regarding <br />converting the Flood Control Channel in Ward 4 in to a park. <br />14.Lorena Vidaurre requested a traffic light signal in her neighborhood. <br />City Clerk Jennifer L. Hall reported out the summary of email comments received: <br />Eleven (11) comments regarding Agenda Item No. 1. <br />MINUTES: At 4:54 P.M. the Work Study Session was considered. <br />1. Fiscal Year 202324 Budget Workshop <br />Department(s): Finance and Management Services <br />Recommended Action: Provide direction to staff in preparation for the budget public <br />hearing scheduled for June 6, 2023. <br />MINUTES: Finance Director Kathryn Downs gave a presentation regarding the <br />proposed budget, background, and best practices. <br />Chief Assistant City Attorney Laura Rossini spoke regarding rules of decorum <br />during City Council meetings. <br />Discussion ensued regarding additional and allocation of funds, grants, staffing, <br />resources, and programs. City Council inquired regarding the 10-year outlook, fee <br />increases, OC Street Car cost estimates, crossing guards, Police Department <br />calls for services cost for the Santa Ana Unified School District, and Stadium <br />reservation costs . <br />Finance Director Downs answered questions and provided clarification. <br />Discussion ensued regarding capital improvement projects, grant funds, housing, <br />Lobbyist, Police staffing, pedestrian and traffic safety, partnerships and <br />sponsorships, Winter Village, and restricted funds. <br />City Manager Kristine Ridge answered questions and provided clarification. <br />Public Works Director Nabil Saba spoke regarding capital improvement projects. <br />Discussion followed regarding the state of emergency order related to COVID, <br />one-time spending, fee schedule, and capital improvement projects. <br />WORK STUDY SESSION
