City Council 15 5/2/2023 <br />9.Biennial Modification to the Program Year (PY) 202124 Regional and Local <br />Workforce Plan for Grant Funds Received from the Federal Title I Workforce <br />Innovation and Opportunity Act <br />Department(s): Community Development Agency <br />Recommended Action: <br />1.Approve the modification to the Regional and Unified Local Plan for PY 2021-24 <br />and direct staff to submit to the California Workforce Development Board and <br />State of California Employment Development Department. <br />2.Authorize the Mayor to execute all documents necessary for the submission of the <br />PY 2021-24 modified Regional and Unified Local Plan. <br />3.Authorize staff to submit revisions to the PY 2021-24 Regional and Unified Local <br />Plan should they be necessary as requested by the California Workforce <br />Development Board or California Employment Development Department. <br />MINUTES: Mayor Pro Tem Lopez spoke regarding the report and expressed <br />concern regarding low income laborers and receiving federal monies and <br />commented on the Inflation Reduction Act. She requested to meet with the Federal <br />lobbyist. <br />City Manager Kristine Ridge stated staff would look to identify resources in <br />receiving funding. <br />MOTION: Mayor Pro Tem Lopez moved to approve the recommended action <br />for Agenda Item No. 9, seconded by Councilmember Hernandez. <br />The motion carried, 7-0, by the following roll call vote: <br />AYES: <br />NOES: <br />ABSTAIN: <br />ABSENT: <br />COUNCILMEMBER BACERRA, COUNCILMEMBER <br />HERNANDEZ, COUNCILMEMBER PENALOZA, <br />COUNCILMEMBER PHAN, COUNCILMEMBER VAZQUEZ, <br />MAYOR PRO TEM LOPEZ, MAYOR AMEZCUA <br />NONE <br />NONE <br />NONE <br />Status: 7 – 0 – Pass <br />10.Master Agreement with Qualified Schools to Provide Vocational Training with <br />Federal Workforce Innovation and Opportunity Act (WIOA) and Orange County <br />Social Services Grant Funds for Fiscal Year 202324 through Fiscal Year <br />202627(NonGeneral Fund) <br />Department(s): Community Development Agency <br />Recommended Action:
