Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />December 5, 2023 <br />TOPIC: Grant Application for Pressure Reducing Station Relocation Project <br />AGENDA TITLE <br />Resolution Authorizing a Grant Application Submission for the Bureau of Reclamation <br />WaterSMART Drought Response Program for the Pressure Reducing Station No. 2 <br />Relocation and Emergency Booster Pump Station Project (Non-General Fund) <br />RECOMMENDED ACTION <br />Adopt a Resolution authorizing the Executive Director of the Public Works Agency to <br />submit a grant application to the U.S. Department of the Interior, Bureau of <br />Reclamation’s Sustain and Manage America’s Resources for Tomorrow Drought <br />Response Program Grant for the Pressure Reducing Station No. 2 Relocation and <br />Emergency Booster Pump Station Project, in an amount not to exceed $1,801,250. <br />RESOLUTION NO. 2023-XXX entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA AUTHORIZING AN APPLICATION FOR GRANT FUNDING <br />BY THE BUREAU OF RECLAMATION’S WATERSMART DROUGHT RESPONSE <br />PROGRAM GRANT PROGRAM FOR THE PRESSURE REDUCING STATION NO. 2 <br />RELOCATION AND EMERGENCY BOOSTER STATION PROJECT <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The City of Santa Ana’s water service area is generally divided into the upper zone <br />north of I-5 and the lower zone south of I-5. The upper zone has higher water <br />pressures, which allows for the water pumped in this zone to be supplied to the lower <br />zone during periods of low demand. However, due to the presence of per-and <br />polyfluoroalkyl substances (PFAS) recently detected in the upper zone’s groundwater <br />supply, this source may become unavailable. To provide the upper zone with necessary <br />water in case it loses its groundwater supplies, the City of Santa Ana will construct an <br />emergency booster pump station (EBPS) and relocate its existing Pressure Reducing <br />Station No. 2 (PRS2) to supply the upper zone with water imported from the <br />Metropolitan Water District of Southern California. <br />The City of Santa Ana has recently purchased property located at 315 East 17th Street, <br />where it plans to construct the improvements for the PRS2 and EBPS as part of the
