Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 22 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />December 19, 2023 <br />TOPIC: Agreement with ParkMobile, LLC for Parking Meter Mobile App Services <br />AGENDA TITLE <br />Approve the Agreement with ParkMobile, LLC to Provide a Mobile App Payment Option <br />for Parking Meters in the Amount of $500,000 <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with ParkMobile, LLC for parking <br />meter mobile app services for a three-year term beginning December 15, 2023 to <br />December 14, 2026, with an option to extend for a two-year term, in an amount not to <br />exceed $500,000, subject to non-substantive changes approved by the City Manager <br />and City Attorney (Agreement No. 2023-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />Parking meters were authorized by the City Council in the late 1980s with the objectives <br />of improving traffic circulation and parking availability due to the increasing density of <br />the area. In 2015, the City of Santa Ana entered into an agreement with ParkMobile, <br />LLC for the parking meter mobile app service in order to provide customers the option to <br />pay for meters via a mobile app (contactless payment option). <br />Currently, all 1,200+ meters have the mobile app payment option provided by <br />ParkMobile, LLC. Staff has received positive comments for the convenience of having a <br />mobile app payment option for the meters and current data has shown a substantial <br />increase in the use of the ParkMobile app. The number of ParkMobile transactions has <br />increased substantially, particularly after the pandemic where contactless payments are <br />more desirable. Customers that use the parking meters find that the ParkMobile app is <br />convenient and user friendly. <br />In an effort to stay current with the demand of visitors in the Civic Center and Downtown <br />areas where meters are utilized, staff has prepared a new agreement to continue <br />providing the mobile app payment as an option. The proposed agreement with <br />ParkMobile, LLC is for an amount of up to $500,000 for a three-year term with an option <br />to extend for two additional years.
