Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />December 19, 2023 <br />TOPIC: Purchase of One Ford Transit Passenger Wagon Van for the Santa Ana Jail <br />AGENDA TITLE <br />Award a Purchase Order to National Auto Fleet Group for One Ford Transit Passenger <br />Wagon Van in an Amount Not to Exceed $123,658 (Specification No. 23-177) (General <br />Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of a Purchase Order to National Auto Fleet <br />Group for one 2024 Ford Transit Passenger Wagon Van in the amount of $103,658 plus <br />a contingency amount of $20,000, for a total amount not to exceed $123,658, subject to <br />non-substantive changes approved by the City Manager and City Attorney. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The Public Works Agency’s Parks, Fleet, and Facilities Division is responsible for the <br />acquisition, maintenance, repair, and replacement of vehicles, trucks, and maintenance <br />equipment. The Fleet Services section maintains an equipment replacement schedule <br />and works with departments to routinely replace vehicles that have surpassed their <br />useful life cycle. <br />The Santa Ana Jail currently has three vans to transport inmates to and from court, <br />designated parent facilities, and medical facilities throughout Southern California. <br />These vans are also used for the Quality of Life Team and driving under the influence <br />enforcement activities. The oldest vehicle is a 2008 Chevy 3500 Express Van that has <br />exceeded its useful life and has 235,922 miles. Due to the wear and mileage on this <br />vehicle, it is no longer adequate for long distance transportation outside of City limits. <br />Therefore, it is necessary to replace this vehicle. Funding for this purchase was carried <br />from FY 2022-23 General Fund. <br />Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase against <br />contracts from any public agency utilizing a competitive bid process. Sourcewell, a <br />cooperative government purchasing agency, awarded a contract to National Auto Fleet <br />Group (Contract No. 091521-NAF) as a result of open, competitive bidding on behalf of <br />its members, which includes government agencies.
