TOOLS <br />& RESOURCES <br />City of Santa Ana Finance & <br />Management Services <br />December 19, 2023 <br />Budget Engagement Simulation Tool (BEST)- This <br />software suite consists of two tools: <br />The Simulate Tool provides a way for the community <br />to frame financial tradeoffs by allowing users to <br />build their own city budget. <br />The Prioritize Tool offers a simple way to present <br />projects and costs.
