Public Intoxication and Substance Abuse Enforcement <br />December 19, 2023 <br />Page 2 <br />3 <br />9 <br />3 <br />9 <br />October 1, 2023 to October 31, 2023 <br />➢1,189 Field contacts related to public intoxication <br />➢304 Arrests related to public intoxication and associated nuisance activity <br />•70 Arrestees booked at the Santa Ana Jail <br />•234 Arrestees cited and released in the field <br />➢24 Medical aid calls for service related to public intoxication <br />➢17 Subjects accepted a referral to a shelter. <br />The Public Intoxication Initiative is aimed at nuisance criminal activity. However, many <br />repeat offenders are unhoused individuals. To enhance enforcement efforts, SAPD, <br />using Emergency Solutions Grant funding, works collaboratively with City Net and the <br />Orange County Health Care Agency to vet referrals for admittance to homeless <br />shelters. Year to date, SAPD matriculated 172 individuals into the Homeless <br />Management Information System (HMIS) system. <br />At the Santa Ana Navigation Center, the following services are provided: <br />•Substance abuse counseling (NA and AA groups as well as individual) <br />•Life skills group sessions <br />•Group behavioral sessions <br />•Homeless Outreach Court – collaborative court <br />•Weekly Illumination Foundation medical <br />•Weekly educational group sessions <br />•Weekly housing information workshops <br />•Career and employment counseling <br />•Second Chance of Orange County (resuming and interviewing workshops) <br />•Project Hope Alliance (juvenile support) <br />City Net offers similar services and referrals for various marginalized individuals. <br />Currently, the City is considering and/or attempting to secure contracts with: <br />•Project Kinship <br />•Orange County Cal Optima Street Medicine Program <br />•A City funded transportation driver <br />•Collaboration with SAUSD for transportation of minors living in shelters <br />FISCAL IMPACT <br />For September and October 2023, the Police Department expended $43,466 and <br />$43,748 respectively, on these efforts. <br />Submitted By: Robert Rodriguez, Acting Police Chief <br />Approved By: Tom Hatch, Interim City Manager
