Comments for public hearings will take place after the hearing is opened. <br />MINUTES: <br />The following speakers addressed Council via teleconference: <br />1. Karen Malley requested a spay and neuter program and spoke regarding <br />the impacts to the community. <br />2. Kevin Marlin, OC Animal Allies, spoke regarding the costs, resources and <br />staffing for spay and neuter programs, and requested funding for the <br />program. <br />3. Laden Davie requested a spay neuter program in the City. <br />4. Romina Yamashiro requested a spay and neuter program and spoke <br />regarding the impacts to the community. <br />5. Tim Johnson expressed concern regarding the sunset of Measure X. <br />6. John Ramirez requested funds for security/patrol at City Parks and <br />additional PAAL centers and spoke regarding the OC Animal Shelter's <br />pandemic measures. <br />7. Erika Rasmussen requested a spay and neuter program in the City. <br />The following speakers addressed Council in -person: <br />8. Azucena Soria requested funds for a PAAL program at French Park. <br />9. Tina Davidson thanked the City Council for the security fence at Howe -Waffle <br />House and requested funds for a painter. <br />10.
