Unified School District's priorities and spoke in opposition to the Item. <br />Councilmember Penaloza spoke in opposition to the item and stated crossing guard <br />expenses should be shared with the Santa Ana Unified School District. <br />MOTION: Mayor Amezcua moved to not approve Item No. 29, seconded by <br />Councilmember Penaloza. <br />MINUTES: Councilmember Bacerra spoke in opposition of the Item. <br />Councilmember Hernandez spoke regarding the duties of the City Council and spoke <br />in support of the item. <br />SUBSTITUTE MOTION: Councilmember Hernandez moved to approve the <br />recommended action for Item No. 29, as presented, seconded by Councilmember <br />Vazquez. <br />MINUTES: Mayor Pro Tem Lopez and Councilmember Vazquez spoke in support to <br />the item. <br />Councilmember Phan inquired regarding partnerships with the Santa Ana Unified <br />School District and joint -use agreements. <br />City Manager Kristine Ridge answered questions and provided clarification. <br />SECOND SUBSTITUTE MOTION: Councilmember Phan moved to continue Item <br />No. 29 to the June 20, 2023 City Council meeting and have staff return with <br />options for offsetting costs, seconded by Councilmember Penaloza. <br />MINUTES: Discussion followed regarding fiscal responsibility, partnerships, and <br />safety. <br />The second substitute motion carried, 5-2, by the following roll call vote: <br />AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER PENALOZA, <br />COUNCILMEMBER PHAN, COUNCILMEMBER VAZQUEZ, <br />MAYOR PRO TEM LOPEZ, MAYOR AMEZCUA <br />NOES: COUNCILMEMBER HERNANDEZ, COUNCILMEMBER VAZQUEZ <br />ABSTAIN: NONE <br />ABSENT: NONE <br />Status: 5-2— Pass; Item No. 29 continued to June 20, 2023 <br />30.
