3. Adopt a resolution establishing a Uniform Schedule of Miscellaneous Fees for <br />Fiscal Year2023-2024. <br />RESOLUTION NO. 2023-031 entitled A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ESTABLISHING A UNIFORM SCHEDULE OF <br />MISCELLANEOUS FEES FOR FISCAL YEAR 2023-2024 <br />4. Adopt the Seven -Year Capital Improvement Program (CIP) beginning FY23-24 <br />through FY29-30, as required by the Orange County Transportation Authority (OCTA) <br />for Measure M2 eligibility. <br />5. Deposit $18,944,407 ($16,285,920 General Fund and $2,658,487 Non -General <br />Fund) into the Section 115 Pension Trust Fund as part of the City's Pension Debt <br />Strategy, <br />MINUTES: Mayor Amezcua opened the public hearing 9.32 P.M. <br />Director of Finance and Management Services Katherine Downs and all members <br />of the Executive Management Team provided a presentation on the proposed Fiscal <br />Year 2023-24 Budget <br />The following speakers addressed Council via teleconference: <br />1. Romina Yamashiro spoke in support of low cost spay and neuter programs. <br />2. Alexis Hernandez spoke in support of climate change policies and funding. <br />3. Silvia Hernandez provided comments on vacant lots and the need for additional <br />affordable housing. <br />4. Victor Mendez provided comments on the vehicle incentive program and the <br />debt stabilization contract. <br />City Clerk Jennifer L. Hall reported out the summary of email comments received, - <br />Fourteen (14) comments regarding Agenda Item No. 52. <br />The following speakers addressed Council in -person - <br />5. Eva Barrios requested Council create a reward fund to assist in solving unsolved <br />crimes in the City. <br />6. Selica Diaz requested additional funding for library services, youth centers and <br />additional Police Athletic League centers (PAAL). <br />7. James Stapleton request Council sponsor the next Magic Inc. event. <br />8. Vanessa Cerda requested additional youth centers throughout the City. <br />9. Jadeleyn Verdin requested additional youth centers throughout the City. <br />10.
