Councilmember Phan requested to allocate the funds approved in Agenda Item No. <br />10 for a new sign in Little Saigon. She inquired about the additional security <br />measures in City Hall and about the legality of employment opportunities for <br />undocumented youth. <br />MOTION: Mayor Amezcua moved to approve Public Hearing Item No. 52. <br />Motion failed for lack of second. <br />Mayor Pro Tern Lopez moved to consider each recommended action separately. <br />MOTION: Mayor Pro Tern Lopez moved to consider each of the five <br />recommended actions separately, seconded by Councilmember Vazquez <br />SUBSTITUTE MOTION: Councilmember Hernandez moved to adjourn Agenda <br />Item No. 52 item and continue to June 16, 2023, seconded by Mayor Amezcua. <br />The substitute motion was rescinded. <br />Mayor Pro Tem Lopez inquired about the miscellaneous fees, employment <br />opportunities for undocumented youth, <br />City Clerk Jennifer L. Hall announced that Councilmember Hernandez had to depart <br />the meeting at 12:06 A.M. but would be participating via teleconference, as <br />permitted under the Just Cause clause ofAB1249. <br />Councilmember Bacerra inquired about firework stand permit fees, the Police <br />Department service enhancement for South Bristol Street, animal services calls, <br />and the cost recovery fee for dangerous and abandoned properties. <br />Councilmember Vazquez inquired about the roll over funds allocated for the Police <br />Oversight Commission and the PAAL expansion expenditure. <br />Councilmember Penaloza inquired about the stipend increase for commissioners <br />and commented on youth employment opportunities in various departments. <br />MOTION: Councilmember Penaloza moved to approved recommended action <br />no. 1. Motion failed for lack of second. <br />Mayor Pro Tern Lopez inquired about the funds allocated for police vehicle dash <br />cameras, and requested clarification on which animal services would be funded with <br />the additional funds. <br />City Manager Kristine Ridge reported that the additional $75,000 requested for <br />animal services would be for a low cost spay and neuter program and a trap, neuter, <br />and return program. <br />CITY COUNCIL 29 June 06, 2023 <br />
