PUBLIC COMMENT — Public comments will be held during the beginning of the meeting <br />for ALL comments on agenda and non -agenda items, with the exception of public hearings. <br />Comments for public hearings will take place after the hearing is opened. <br />MINUTES: At 6:19 P.M., Public Comments were heard. <br />City Clerk Jennifer L. Hall reported out the summary of email comments received: seven <br />(7) non -agenda comments and two (2) comments regarding Agenda item No. 51. <br />The following speakers addressed Council via teleconference: <br />1. Linda spoke in support of a citywide low cost trap, neuter, and release program. <br />2. Debbie Hamell spoke in support of a citywide low cost trap, neuter, and return <br />program. <br />3. Anne Gildersleeve spoke in support of a citywide low cost trap, neuter, and return <br />program. <br />4. Adrianne Henderson spoke in support of a citywide low cost trap, neuter, and return <br />program. <br />5. Deanna Schapiro, Second Chance PetAdoption, spoke in support of a low cost trap, <br />neuter, and return program. <br />6. Meredith Kirby, Orange County Community Cats spoke in support of low cost trap, <br />neuter, and return program. <br />7. Lorena Bursiaga spoke in support of a low cost trap, neuter, and return program. <br />The following speakers addresses Council in -person. <br />S. Cathy Green spoke of her goals as Orange County Water District President. <br />9. Ernesto Medrano opposed staffs recommendation for Item 51 and requested Council <br />adopt the Los Angeles and Orange County Building Trade's recommendation. <br />10. Kenneth Williams spoke in opposition to staffs recommendation for Item 51 and <br />requested Council adopt the Los Angeles and Orange County Building Trade's <br />recommendation. <br />11. Doug Mangione opposed staffs recommendation for Item 51 and requested Council <br />adopt the Los Angeles and Orange County Building Trade's recommendation. <br />12. Tony Flores spoke on behalf ofAssembly MemberAvellino Valencia in support ofAgenda <br />Item No. 51. <br />13.
