First Reading of an Ordinance to Amend Section 8-6 of the Santa Ana Municipal Code <br />(SAMC) Pertaining to License Requirements of Contractors and Subcontractors to <br />Include the Collection and Disclosure of Information Regarding Pending or Prior <br />Enforcement Actions for any State or Federal Labor Violations (Revised 4/12123) <br />Department(s): Planning and Building Agency <br />Recommended Action: Conduct a first reading of Ordinance Amendment No. 2023- <br />02 — An ordinance of the City Council of the City of Santa Ana amending Section 8-6 <br />of the Santa Ana Municipal Code (SAMC) pertaining to license requirements of <br />contractors and subcontractors to include the collection and disclosure of information <br />regarding pending or prior enforcement actions for any state or federal labor <br />violations. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AMENDING SANTA ANA MUNICIPAL CODE SECTION 8-6 RELATING TO LICENSE <br />REQUIREMENTS OF CONTRACTORS AND SUBCONTRACTORS (includes <br />determination that this Ordinance is not subject to the California Environmental <br />Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the State <br />CEQA Guidelines because it will not result in a direct or reasonably foreseeable <br />indirect physical change in the environment, as there is no possibility it will have a <br />significant effect on the environment, and it is not a "project," as defined in Section <br />15378 of the CEQA Guidelines). <br />MOTION: Councilmember Penaloza moved to approve the recommended <br />action for Agenda Item No. 21, seconded by Councilmember Phan. <br />The motion carried, 7-0, by the following roll call vote: <br />CITY COUNCIL 14 April 18, 2023 <br />
