Flores, Dora <br />From: Victor D Mendez < <br />Sent: Wednesday, January 17, 2024 9:22 PM <br />To: Amezcua, Valerie <br />Cc: Bacerra, Phil; Penaloza, David; Phan, Thai; Lopez, Jessie; Vazquez, Benjamin; <br />eComment <br />Subject: Police Management Lease Vehicles <br />Attachments: PMA MOU_Leased vehicles.pdf, SAPD Lease Assignments.pdf <br />I support the evaluation of the current lease vehicle arrangement created by the current <br />labor agreement with the SAPD PMA. <br />The evaluation should be done from the framework of the total cost of ownership for <br />these vehicles and as such should be done by an experienced firm with a background in <br />fleet management (and preferably police operations). <br />In fact, police fleet management is one area that many cities, such as Riverside, are <br />repurposing in the interest of taxpayer savings and value. <br />Please note that the current labor agreement with the PMA does not cap or anyway limit <br />the cost or type of vehicle that may be assigned. It appears this open ended <br />arrangement has led to the assignment of very high end SUVs at taxpayer expense; <br />however, there were never constraints to the Police Department for saving gas and lease <br />costs for lower end vehicles. <br />Since the labor agreement is not specific as to vehicle cost or type, it would seem the <br />Council can direct the City Manager to almost immediately place limitations on the <br />specific lease arrangements. <br />This may avoid lease arrangements that could take several months to change over, or <br />incur contract termination costs, should the Council wish to begin the process to save <br />the taxpayer money now versus after the labor agreement expires in the next 18 <br />months. <br />VICTOR D MENDEZ <br />1 <br />
