C-3-2323 <br />EXHIBIT D <br />Consistent with Exhibit B, Section 3.3, the CITY shall not issue any CITY permits to any third <br />parties to work on CITY infrastructure in the Controlled Work Access Zone without prior evidence of a <br />current AUTHORITY Track Access Permit. <br />Emergency situations will be precluded from Track Access Permit requirements however, as <br />circumstances permit, the AUTHORITY's Operations Control Center shall be notified of the situation. <br />5.0 TRACK ACCESS PROCEDURES <br />The track access procedures shall be governed by the AUTHORITY and in compliance with the <br />CPUC General Orders. The AUTHORITY shall keep the CITY apprised of any changes to the <br />procedures. <br />6.0 TRACK ACCESS CERTIFICATION <br />Dependent on CPUC requirements, the AUTHORITY requires all individuals performing work <br />activities within the Controlled Work Access Zone to maintain track access certification. The AUTHORITY <br />shall be responsible for training AUTHORITY employees and AUTHORITY contractors on track access <br />requirements. Additionally, the AUTHORITY shall train the CITY, through a "Train the Trainer" program, <br />to provide track access training to CITY employees and CITY contractors. The Train the Trainer program <br />will be provided at no cost to the CITY. Once the CITY has been certified as a trainer, the CITY shall <br />train CITY employees and CITY contractors to achieve track access certification. Alternatively, if the <br />CITY requests periodic group training, AUTHORITY shall provide the training.
