City Clerk’s Office <br />www.santa-ana.org/city-clerks-office <br />Item # 25 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />January 16, 2024 <br />TOPIC: Election of Mayor Pro Tem for 2024 <br />AGENDA TITLE <br />Election of Mayor Pro Tem for 2024 <br />RECOMMENDED ACTION <br />Nominate and elect one Councilmember to serve as Mayor Pro Tem for calendar year <br />2024. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />At the December 8, 2020 Special City Council meeting, the City Council decided to <br />make the mayor pro tem position an annual appointment rather than a two-year <br />appointment as was previous practice. At the November 8, 2022 General Municipal <br />Election, the Santa Ana electorate approved amendments to the Santa Ana City <br />Charter, including revisions to Section 405, which now reads: “Each calendar year, at <br />the first meeting in January, the City Council shall elect a mayor pro tem who shall act <br />as mayor during the absence from the city or disability of the mayor, or during any <br />vacancy in the office of mayor until otherwise filled in accordance with section 403.” <br />Section 405 provides that all members of the City Council, other than the mayor, shall <br />be eligible to serve as mayor pro tem regardless of their seniority or whether they have <br />previously served as mayor pro tem, with the exception that the mayor pro tem from the <br />previous year cannot be selected as the mayor pro tem for the next year. The mayor <br />pro tem serves at the will and pleasure of the City Council and may be replaced by four <br />affirmative votes of the City Council. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
