Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />development standards that are applicable within these subareas in addition to <br />those in the underlying zoning district. <br />4.12 Mineral Resources <br />4.12.1 GPU EIR Findings <br />According to the GPU EIR, the City does not have mineral resource sectors or active or inactive <br />mines. Thus, implementation of the General Plan Update would not cause a loss of availability of <br />known mineral resources. The City is mostly mapped as Mineral Resource Zone (MRZ) 3, which <br />is an area where the significance of mineral deposits cannot be determined from available data. <br />The area in the southeast portion of the City is mapped as MRZ-1, which means an area where <br />no significant mineral resources are present or there is little likelihood that significant mineral <br />resources are present. A small area in the northeast corner of the City is mapped as MRZ-2, <br />which means significant mineral resources are known or very likely. However, the GPU EIR <br />determined that no loss of availability of a known mineral resource would occur, and impacts <br />would be less than significant. <br />4.12.2 Project Analysis <br />According to Figure 5.11-1, Mineral Resource Zones, of the GPU EIR, which was adapted from <br />the California Division of Mines and Geology map of mineral resource zones around the City, the <br />project site, like most of Santa Ana, is mapped as MRZ-3. Therefore, implementation of the <br />proposed project would not result in the loss of availability of a known mineral resource that would <br />be of value to the region and the residents of the State and would not result in the loss of <br />availability of a locally important mineral resource recovery site delineated on a local General <br />Plan, specific plan, or other land use plan. Therefore, consistent with the General Plan Update, <br />no impact to mineral resources would occur. <br />4.12.3 Conclusion <br />As such, the project is consistent with buildout of the General Plan Update. The proposed project <br />would not have any specific effects which are peculiar to the project or the site. There are no <br />project specific impacts or potentially significant off -site or cumulative impacts the GPU EIR failed <br />to analyze, and there are no new significant or substantially more severe impacts to mineral <br />resources than anticipated by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: No GPU EIR regulatory <br />requirements or mitigation measures apply. <br />4.13 Noise <br />4.13.1 GPU EIR Findings <br />The GPU EIR concluded that implementation of the General Plan Update would result in <br />significant temporary and permanent increases of noise levels throughout the City. Future <br />development in accordance with the General Plan Update would generate both short-term and <br />long-term noise level increases that may impact sensitive receptors. Implementation of the <br />General Plan Update would include regulations designed to protect new sensitive land uses from <br />excessive noise levels. <br />Dec i y ouncil 26 — 102 1/16/20'2 e42 <br />
