Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />Any runoff leaving the project site would continue to drain to the existing drain inlets in the project <br />area, and the proposed project would not require or result in the construction of new or expanded <br />storm water drainage facilities. Based on water demand rates for commercial uses, contained <br />within Volume III, Appendix H-b, of the GPU EIR, the proposed project would require <br />approximately 2,250 gallons of water per day, which would be met by the City's supplies.31 <br />However, compliance with RR U-5 would ensure that the project is designed pursuant to the water <br />conservation and efficiency requirements of the Municipal Code, and RR U-6 would ensure water <br />connection fees are paid. Therefore, consistent with the General Plan Update, impacts related to <br />water supplies, wastewater treatment, and storm water drainage from the proposed project would <br />be less than significant. <br />The proposed project would generate a nominal amount of solid waste during construction <br />activities. However, the proposed project would comply with the CALGreen Building Code <br />Standards, which requires that at least 65 percent of nonhazardous construction and demolition <br />waste generated during most new construction be recycled and/or salvaged for reuse. During <br />operations, the proposed project would generate approximately 34.8 pounds of solid waste per <br />day, typical of office uses.32,33 According to the GPU EIR, solid waste generated in the City is <br />transferred to Orange County solid waste landfill system which has ample capacity to <br />accommodate increased volumes of waste from the City through 2053. Furthermore, the <br />proposed project would be required to comply with the requirements of AB 341, which mandates <br />recycling for commercial land uses, and AB 1826, which requires that any organic waste <br />generated in amounts over a certain threshold would be recycled. Therefore, the proposed project <br />would not generate solid waste in excess of State or local standards or of the future capacity of <br />local infrastructure, and would comply with all applicable federal, State, and local solid waste <br />regulations. Consistent with the General Plan Update, impacts would be less than significant. <br />The site is currently served by SCE and Southern California Gas Company (SoCalGas). Project <br />impacts with regards to electricity and natural gas services would be nominal given that operations <br />of the proposed office would utilize minimal electricity and natural gas. As summarized under <br />Section 4.6, Energy, the project would not result in substantial energy consumption, upon <br />compliance with existing regulatory requirements, including the 2022 Title 24 Building Energy <br />Efficiency Standards and 2012 Appliance Efficiency Regulations pursuant to RR E-3 and E-4. <br />Additionally, the project would be required to pay connection and ongoing user fees to SCE and <br />SoCalGas to offset project impacts on existing dry utility services and resources. Thus, impacts <br />with regards to dry utilities would be less than significant. <br />4.19.3 Conclusion <br />As such, the project is consistent with the General Plan Update. With implementation of RR U-2, <br />U-5, U-6, HYD-4, and HYD-5 identified in the GPU EIR, the proposed project would not have any <br />specific effects which are peculiar to the project or the site. There are no project specific impacts <br />or potentially significant off -site or cumulative impacts the GPU EIR failed to analyze, and there <br />are no new significant or substantially more severe impacts to utilities and service systems than <br />anticipated by the GPU EIR. <br />31 Based on a rate of 2,500 gallons of water per day per acre for a 0.9-acre site.
