Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />(1) The project is consistent with: <br />(A) A community plan adopted as part of a general plan, <br />(B) A zoning action which zoned or designated the parcel on which the project would be <br />located to accommodate a particular density of development, or <br />(C) A general plan of a local agency, and <br />(2) An EIR was certified by the lead agency for the zoning action, the community plan, or the <br />general plan. <br />Further, as set forth in CEQA Guidelines Section 15183(e), the 15183 exemption applies when <br />all feasible mitigation measures identified in the applicable general plan are implemented by the <br />public agency with jurisdiction to require such mitigation measures. <br />As demonstrated throughout this memorandum, the project would qualify for streamlining of <br />environmental review as a project consistent with a community plan or zoning under CEQA <br />Guidelines Section 15183. <br />2. Project Description <br />2.1 Project Location <br />The City is located in central Orange County, generally north of the San Diego Freeway (Interstate <br />405 [1-405]), south of the Garden Grove Freeway (State Route 22 [SR-22]), and west of the Costa <br />Mesa Freeway (SR-55) and Interstate 5 (1-5). The City is approximately 30 miles southeast of <br />downtown Los Angeles; refer to Exhibit 1, Regional Vicinity. Santa Ana is surrounded by the cities <br />of Orange and Garden Grove to the north, Tustin to the east, Costa Mesa and Irvine to the south, <br />and Fountain Valley and Westminster to the west. The generally north -south trending Santa Ana <br />River traverses the western portion of the City. <br />The approximately 0.9-acre project site is located at 601 and 615 North Fairview Street within the <br />western portion of Santa Ana; refer to Exhibit 2, Site Vicinity. Regional access to the project site <br />is provided via SR-22 and 1-5. Local access to the site is provided via North Fairview Street and <br />West 5th Street. <br />2.2 Existing Conditions <br />The project site is located within the Fairview Business Park, a highly developed and urbanized <br />area of Santa Ana. The Fairview Business Park is occupied by institutional uses (i.e., Vista <br />Heritage Global Academy and Templo Calvario Church) as well as various commercial and office <br />uses (i.e., Echo Entertainment Inc., Small Wonders Children Center, IPW Industries Inc, A-1 <br />Automotive Core Supplier, La Perla Spice Co., Inc., and Thai Eats). <br />As shown on Exhibit 2, the northern portion of the site consists of one existing approximately <br />5,837-square foot vacant building formerly occupied by auto repair businesses and associated <br />surface parking along North Fairview Street. The southern portion of the site consists of a surface <br />parking lot shared between Vista Heritage Global Academy and Templo Calvario Church. Minimal <br />landscaping is present on -site; no trees are present within the project boundaries.
