Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />RR G-3 Santa Ana Municipal Code Section 39-51 requires that all buildings or structures <br />within the city that require plumbing fixtures must be connected to a public sewer. <br />GEO-3 All Projects. In the event of any fossil discovery, regardless of depth or geologic <br />formation, construction work shall halt within a 50-foot radius of the find until its <br />significance can be determined by a qualified paleontologist. Significant fossils <br />shall be recovered, prepared to the point of curation, identified by qualified experts, <br />listed in a database to facilitate analysis, and deposited in a designated <br />paleontological curation facility in accordance with the standards of the Society of <br />Vertebrate Paleontology (2010). The most likely repository is the Natural History <br />Museum of Los Angeles County. The repository shall be identified and a curatorial <br />arrangement shall be signed prior to collection of the fossils. <br />4.8 Greenhouse Gas Emissions <br />4.8.1 GPU EIR Findings <br />The GPU EIR determined that implementation of Mitigation Measure GHG-1 would ensure that <br />the City is tracking and monitoring the City's GHG emissions to chart a trajectory to achieve the <br />long-term, year 2050, GHG reduction goal set by Executive Order S-03-05. However, at this time, <br />there is no plan past 2030 that achieves the long-term GHG reduction goal established under <br />Executive Order S-03-05. As identified by the California Council on Science and Technology, the <br />State cannot meet the 2050 goal without major advancements in technology. Advancements in <br />technology in the future could provide additional reductions and allow the State and City to meet <br />the 2050 goal, but in the meantime, the GPU EIR determined that buildout of the General Plan <br />Update would result in significant and unavoidable GHG impacts. However, the GPU EIR <br />determined that the General Plan Update would not conflict with an applicable plan, policy, or <br />regulation adopted for the purpose of reducing GHG emissions. <br />4.8.2 Project Analysis <br />The following section evaluates the potential GHG impacts that would result from implementation <br />of the proposed project. This analysis is primarily based upon Attachment A, Air <br />Qualitu/Greenhouse Gas/Energy Modelinq Results. <br />THRESHOLDS OF SIGNIFICANCE <br />Amendments to CEQA Guidelines Section 15064.4 were adopted to assist lead agencies in <br />determining the significance of the impacts of GHG emissions and gives lead agencies the <br />discretion to determine whether to assess those emissions quantitatively or qualitatively. This <br />section recommends certain factors to be considered in the determination of significance (i.e., <br />the extent to which a project may increase or reduce GHG emissions compared to the existing <br />environment; whether the project exceeds an applicable significance threshold; and the extent <br />to which the project complies with regulations or requirements adopted to implement a plan for <br />the reduction or mitigation of GHGs). The amendments do not establish a threshold of <br />significance; rather, lead agencies are granted discretion to establish significance thresholds for <br />their respective jurisdictions, including looking to thresholds developed by other public agencies <br />or suggested by other experts, such as the California Air Pollution Control Officers Association <br />(CAPCOA), so long as any threshold chosen is supported by substantial evidence (CEQA <br />Guidelines Section 15064.7(c)). The California Natural Resources Agency has also clarified that <br />the CEQA Guidelines amendments focus on the effects of GHG emissions as cumulative <br />impacts, and therefore GHG emissions should be analyzed in the context of CEQA's <br />Dec i y ouncil 26 — 88 1/16/202 e 28 <br />
