As such, implementation of the <br />proposed project would result in less than significant impacts in this regard. <br />4.10.3 Conclusion <br />Overall, the project is consistent with the General Plan Update. With implementation of RRs HYD- <br />4 and HYD-5 identified in the GPU EIR, the proposed project would not have any specific effects <br />which are peculiar to the project or the site. There are no project specific impacts or potentially <br />significant off -site or cumulative impacts the GPU EIR failed to analyze, and there are no new <br />significant or substantially more severe impacts to hydrology and water quality than anticipated <br />by the GPU EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR HYD-4 All development pursuant to the General Plan Update shall comply with the <br />requirements of the Orange County MS4 Permit (Order R8-2009-0030, NPDES <br />No. CAS618030, as amended by Order No. R8-2010 0062). The MS4 Permit <br />requires new development and redevelopment projects to: <br />• Control contaminants into storm drain systems <br />• Educate the public about stormwater impacts <br />• Detect and eliminate illicit discharges <br />• Control runoff from construction sites <br />• Implement best management practices and site -specific runoff controls and <br />treatments for new development and redevelopment. <br />RR HYD-5 All development pursuant to the General Plan Update shall comply with the <br />requirements detailed in Chapter 18 Article IV of the Santa Ana Municipal Code. <br />4.11 Land Use and Planning <br />4.11.1 GPU EIR Findings <br />The GPU EIR concluded that the General Plan Update's policies would encourage the <br />preservation or enhancement of the existing residential communities through infill development, <br />open space opportunities, and development of compatible uses that would enhance the existing <br />character of the City. A primary goal of the General Plan Update is to preserve and improve the <br />character and integrity of existing neighborhoods and districts; specific policies would reduce the <br />conflict between contrasting land uses and enhance neighborhoods by responsibly integrating <br />new development into existing communities. None of the changes in the General Plan Update <br />would affect plans, policies, or regulations of other agencies that have jurisdiction within the City, <br />including the Airport Environs Land Use Plan for the John Wayne Airport, the Orange County <br />Transportation Authority (OCTA) Congestion Management Plan, and the Southern California <br />Association of Governments (SCAG) 2020-2045 Regional Transportation Plan/Sustainable <br />Communities Strategy (RTP/SCS). As individual projects are considered by the City, each would <br />be subject to a variety of federal, State, and locally adopted plans designed to mitigate <br />environmental impacts or to preserve important resources.
