COOPERATIVE AGREEMENT NO. C-3-2323 <br /> EXHIBIT D <br /> Consistent with Exhibit B, Section 3.3, the CITY shall not issue any CITY permits to any third <br /> parties to work on CITY infrastructure in the Controlled Work Access Zone without prior evidence of a <br /> current AUTHORITY Track Access Permit. <br /> Emergency situations will be precluded from Track Access Permit requirements however, as <br /> circumstances permit, the AUTHORITY's Operations Control Center shall be notified of the situation. <br /> 5.0 TRACK ACCESS PROCEDURES <br /> The track access procedures shall be governed by the AUTHORITY and in compliance with the <br /> CPUC General Orders. The AUTHORITY shall keep the CITY apprised of any changes to the <br /> procedures. <br /> 6.0 TRACK ACCESS CERTIFICATION <br /> Dependent on CPUC requirements, the AUTHORITY requires all individuals performing work <br /> activities within the Controlled Work Access Zone to maintain track access certification. The AUTHORITY <br /> shall be responsible for training AUTHORITY employees and AUTHORITY contractors on track access <br /> requirements. Additionally, the AUTHORITY shall train the CITY, through a "Train the Trainer" program, <br /> to provide track access training to CITY employees and CITY contractors. The Train the Trainer program <br /> will be provided at no cost to the CITY. Once the CITY has been certified as a trainer, the CITY shall <br /> train CITY employees and CITY contractors to achieve track access certification. Alternatively, if the <br /> CITY requests periodic group training, AUTHORITY shall provide the training.
