California Environmental Quality Act: Activities funded under this Agreement, <br />regardless of funding source, must be in compliance with the California <br />Environmental Quality Act (CEQA) (Public Resources Code section 21000 et seq.). <br />Information on CEQA may be found in the California State Clearinghouse <br />Handbook. <br />3. Changes in a project: Any proposed change in the project requested by the <br />Grantee, which would change the information provided during the application <br />process, requires approval from the State Librarian prior to execution. The State <br />Librarian shall have the sole authority to determine if a proposed change by the <br />Grantee is approved or not approved. The State Librarian's decision is final and <br />binding. <br />4. Compliance with Laws; Consents and Approvals: Grantee will comply with all <br />applicable laws, ordinances, rules and regulations of federal, state, and local <br />governments and agencies having jurisdiction over either the Grantee, the Property, <br />or the project, and with all applicable directions, rules and regulations of the Fire <br />Marshal, health officer, building inspector and other officers of any such <br />government or agency. All permits, consents, permissions and licenses required by <br />any federal, state or local government or agency to which Recipient, the Property, <br />or the Infrastructure Project is subject, which may be necessary in relation to this <br />Agreement, development, construction or ownership of the Infrastructure Project, at <br />or prior to the commencement of construction, have been, or will be, obtained, <br />and none of such consents, permissions and licenses are subject to appeal or to <br />conditions which have not been met. <br />5. Contractors and Subcontractor: For the performance of all construction work on the <br />Project, Grantee agrees to use a licensed general contractor or contractors <br />("Contractor"), in good standing, in order to complete the work described in the <br />grant application.
