ORDINANCE NO. NS-3052 entitled AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AMENDING ARTICLE XIX OF CHAPTER 8 OF THE SANTA ANA <br />MUNICIPAL CODE PERTAINING TO THE RENT STABILIZATION AND JUST CAUSE <br />EVICTION ORDINANCES TO REQUIRE TWO-THIRDS APPROVAL BY ALL MEMBERS <br />OF THE CITY COUNCIL FOR CERTAIN FUTURE AMENDMENTS (includes <br />determination that this Ordinance is not subject to the California Environmental Quality Act <br />(CEQA) pursuant to sections 15060(c)(2) and 15060(c)(3) of the State CEQA Guidelines <br />because it will not have a direct or reasonably foreseeable indirect physical change in the <br />environment as it is not a "project" as defined in section 15378 of the State CEQA <br />Guidelines) read by title only and waive further reading. <br />MINUTES: Councilmember Penaloza spoke in opposition to the item. <br />MOTION: Councilmember Phan moved to approve the recommended action for <br />Consent Calendar Item No. 26, seconded by Councilmember Hernandez. <br />The motion carried, 4-3, by the following roll call vote: <br />AYES: COUNCILMEMBER HERNANDEZ, COUNCILMEMBER <br />PHAN, COUNCILMEMBER VAZQUEZ, MAYOR PRO TEM <br />LOPEZ <br />COUNCILMEMBER BACERRA, COUNCILMEMBER <br />NOES: PENALOZA, MAYOR AMEZCUA <br />ABSTAIN: NONE <br />ABSENT: NONE <br />Status: 4 - 3 — Pass <br />**END OF CONSENT CALENDAR** <br />BUSINESS CALENDAR <br />MINUTES: At 9:38 P.M., the Business Calendar was considered. <br />27.
